Smaller states, oddly enough, in a balance of power dynamic between two major powers, will join the weaker rising power in order to protect and secure themselves from the stronger hegemonic power. States who join the stronger power seek to accrue power in the way of world hegemony. But normally, smaller and weaker states band together to escape the domination and repression of the stronger power, and as a result, smaller states will join the weaker rising power in a balance of power dynamic.
