In essence, Moscow has the freedom to do whatever it wants to do, while Washington does not. And this factor alone will perhaps be the key and decisive difference when it comes to the ultimate outcome of the conflict between the two sides. Add the evolution of technology into the picture, which in turn has led to power equilibrium, and the playing field has evened out even further between the two sides on a material level.
