“Deterrence” needs some sort of definition as well. Historically, deterrence has assumed a conventional military character. Now, with a possible revision of deterrence strategy, deterrence could go nuclear, with the incorporation of strategic and tactical nuclear weapons and an improvement of America’s nuclear arsenal, given budgetary considerations and human resource considerations.
