Kissinger also argued that basically and fundamentally, there are only two choices for Washington: limited war or inaction. And what did Washington and NATO demonstrate in Ukraine? Inaction. Why? Because no limited war is worth the price. And if inaction is the choice or the option taken up as opposed to limited war given that limited war is not worth the price, what does that open the door to? The answer is Russian and Chinese hegemony over Eurasia. Will Russia and China seek hegemony over Eurasia? The answer is most likely yes, and for two reasons. One, inaction has now become the choice for Washington, given that for Washington and the broader American public, limited war is no longer worth the price. And second, it is only natural for major powers to exercise hegemony over smaller countries. Thus, for the two aforementioned reasons, it is likely that Russia and China will seek hegemony over Eurasia.
