Russia dominates Eastern Europe through what is known as “frozen conflict.” What frozen conflict means is that Russia largely uses non-military instruments to dominate Eastern Europe and in turn Russia refrains from putting boots and tanks there. Frozen conflict saves Russia the cost of putting boots and tanks in Eastern Europe. Because of frozen conflict, Eastern Europe is then reluctant to contribute to NATO and the war in Ukraine, and a result, Russia dominates Eastern Europe. By dominating both Eastern Europe and Central Asia, Russia ends up dominating Eurasia, and by dominating Eurasia, Russia dominates the world, per the Heartland Theory.
