Add bureaucratic disenchantment, bureaucratic empiricism, bureaucratic politics, budgetary and fiscal considerations, and poor leadership to the lack of doctrine and lack of purpose and the lack of goals and interests in the world, and you face yet another major challenge stemming from the delegitimization of democracy and its inability to garner and generate moral authority or “moral certainty” without “fanaticism and a guarantee of success” to borrow from Kissinger. Populism and right-wing dictatorship loom large over the current situation.
