The basic context or frame of international affairs is therefore a simple and straightforward one, namely, the clash between Western hegemony on one hand and Eastern expansion on the other hand. All of which is then guided and orchestrated by the mysterious and obscure balance of power and eclipsed and overshadowed by a dangerous game of nuclear chicken.
