Restructuring of the world system through the transfer of capital accumulation from one locus to another locus or one center to another center or perhaps one core state to another core state also leads to the formation of new global elite individuals and families. Donald Trump, Vladimir Putin, and Xi Jinping, for instance, have essentially eviscerated and gutted the Anglo-American liberal establishment of its power and prestige. But we can infer that the formation of new global elite individuals and families stems from something broader, namely, Western decline and Eastern expansion. In a word, government debt. Thus, when we speak of the restructuring of the world system, we are essentially speaking of the broader phenomenon that is Western decline and Eastern expansion.
