Accumulation at the very top layer of accumulation in a core state is in fact the “cardinal principle” of world order itself, let alone the cardinal principle of interaction between states and social formations or the formation of elite individuals and families. “Capital” amounts to nothing other than the social relations which in turn lead to accumulation at the top layer of accumulation. From all of this, we can then infer that government debt explains both the interaction between states and the social formations which are taking place in the world right now.
