We tend to associate the Balkans with war and genocide, but it’s actually rich with culture and history as well. As Churchill said, the Balkans offers more culture and history than one can possibly consume. And of course, the war and genocide which took place in the Balkans in the 1990’s needs context as well. For the most part, the Balkans came under the umbrella of the former Yugoslavia during the historic ‘Cold War’ of the 20th century. Yugoslavia claimed to be independent, but it leaned heavily towards the Soviet bloc as opposed to the American bloc. But when the Soviet bloc collapsed after Afghanistan, so did Yugoslavia. And when Yugoslavia collapsed because the Soviet bloc collapsed, the Balkans region as a whole descended into war and genocide, just as the American sphere of influence is now descending into war and genocide in many of its various parts as a result of Afghanistan. So that’s the basic context, namely, the collapse of basic social order as a result of imperial decline and collapse. ‘Structural Genocide’ is specifically the war and the genocide which is the direct result and outcome of a long and drawn-out process of imperial decline and collapse.
