The basic goal, or the whole-of-government policy of the United States – especially since the collapse of the former Soviet Union – was to maintain empire and hegemony “all over the world” but primarily through military means. But achieving that goal becomes tougher and tougher with time. The means simply do not match up to the goals. And with the collapse of empire and hegemony, the critics of the empire and the critics of the basic hegemonic policy get to both write the prevailing historical narrative – in other words, they get to write history – and they also get to take the “spoils of war” per se, with the “spoils of war” in this case being the collapse and failure of the central government in Washington.
