The basic fact and truth of the matter is that I would not be able to do to Russia and China what Milton Bearden did to Russia and China – even though I am entirely capable and willing to do it – but the why and how to overcome the blockage is a matter to be discussed frankly and openly with the president if he finally comes to the table and stops playing games.
