The crux of decision and strategy is to either keep what you have and consolidate it, or to expand for expansion’s sake and lose everything in the end. And we see that these two choices were and are at the heart of major challenges and crises and dilemmas and predicaments facing state and society such as foreign policy and even the government shutdown here in America.
