Nor is it a question of whether war can be waged or whether war will be waged. Whether or not war can be waged and whether or not war will be waged is perhaps an afterthought and a foregone conclusion. The question, rather, is whether one can compel someone to fight. For instance, in 2014, Washington compelled Moscow to fight in Ukraine. Now, Moscow seeks to compel Europe to fight in Ukraine and perhaps even beyond Ukraine and to get Washington to dump everything it has into it. As a result, war consists of a particular logic and ordering to it. Without the logic and ordering, war cannot even be waged. It would translate into annihilation and extinction without the logic and ordering.
