Historically, when one European state would seek to dominate all the others because the equilibrium or order went through a change, all the others would come together to reestablish the equilibrium or order in Europe one way or another. This is known as “The Concert of Europe.”
But since World War II, two European states in particular dominated all the others, namely, the United States and Russia. But as a result of American retrenchment in recent times, Russia seeks to dominate Europe yet again. Thus, the basic aim is not only one of “containment” vis-à-vis Russia, but what is also involved and what is essential is the aim of basic power equilibrium and order in Europe which is now in a state of upheaval.
