“Keep writing, and I’ll have the bag of money ready for you” is what a CIA officer told a KGB general who showed up to a CIA station in an American embassy somewhere and professed that they wanted to cooperate with the CIA. What does it take for a general or a spy of a foreign government to cooperate with our government? There are a range of drivers and motivations. And you have to identify what it is to crack their shell per se.
